Parenting Child Care Rwanda (PCCR), in technical facilitation with the National Child Development Agency (NCDA), concluded a two-day capacity-building workshop on August 12, 2026, aimed at elevating Early Childhood Development (ECD) standards across Rwamagana and Kirehe districts.
Funded by PCCR International and hosted at the respective district headquarters, the training brought together 72 key decentralized leaders. Participants included Vice Mayors for Social and Economic Affairs, District Directors of Health and Education, District ECD Officers, Sector Education Inspectors, Health and Sanitation Officers, and Sector ECD Supervisors.
The initiative focused on reinforcing district- and sector-level capacity to supervise, monitor, and sustain high-quality, child-centered ECD services aligned with Rwanda’s national ECD pillars and regulatory standards.
Immediate Impact and Cascade Strategy
Post-training evaluations revealed strong immediate comprehension, with participants achieving a 93.8% overall average on post-test assessments. Stakeholders demonstrated a solid command of national service delivery models and Training-of-Trainers (ToT) cascade methodologies.
To translate knowledge into community-level action, attendees formulated a comprehensive dissemination roadmap covering all 26 administrative sectors across both districts. The plan outlines a structured cascade strategy extending to cells, villages, home-based setups, and established ECD centers to ensure frontline caregivers apply standardized care and learning practices.
Key Recommendations for Scale
While foundational concepts and child safeguarding referral pathways were well received, participants highlighted areas requiring deeper practical immersion:
Practical Play-Based Pedagogy: Stakeholders requested a dedicated four-day follow-up practical session focused on designing guided and free-play activities directly linked to Rwanda's Competency-Based Curriculum (CBC) competencies.
Peer Learning Exchanges: Attendees recommended organizing inter-district study visits to high-performing districts leading the national ECD scorecard to observe proven operational models and accelerate local access rates.
The collaboration marks a critical step forward in localizing national child development frameworks and standardizing early childhood interventions across the Eastern Province.
